Welding them on the inside is the strongest....The problem is your pipes were probably ground back too far. We have made over 1200 sets and only 4 sets that I know of have cracked or broken. 2 of the cars they broke on were bottomed out badly. The other 2 were defective from grinding the weld back too far. They all seem to be in the same time frame of 10 to 11 months ago. This is when the person that was doing the work at Labree quit his job and a new person strarted doing the work. I believe he got a little overkill on the cleanup and ground the welds back too far. We are now measureing the amount they are ground back to insure we do not have a continuing problem. If the pipe is built properly the welds on the inside are going to be stronger. The expansion and contraction at the outside of the flange where the pipe runs the hotest is the worst place to put a weld and will result in failure at some point. We have done tons of research and we are building the pipes as good as possible. They are made by humans though and we are all less then perfect.
